Prior to founding Techstra Consulting, Kelly served as Senior Vice Presidents of Strategy and Analytics at a California-based financial institution, where he led multi-year budgeting, liquidity stress testing, profitability modeling, and enterprise risk initiatives.

Kelly also spent six years as a CRA Officer, developing community reinvestment programs and navigating complex regulatory landscapes with precision and integrity. His work earned the trust of executive leadership, examiners, and cross-functional teams alike.

A graduate of the prestigious Pacific Coast Banking School, Kelly combines institutional credibility with a hands-on approach to problem-solving – delivering solutions that are both strategic and operationally grounded.
